Proposal for Organizational Entity (OE) Creation and Voting Process

This is a super early idea, but simply an OE is a multisig that acts as both the destination for things like premia token grants, but also can become an approved delegate for governance. It can be one person or a group, and is essentially a way to formally recognize an entity whether legally incorporated or not, and tie the presence of this entity to an address (multisig) in the governance structure. This address can own smart contracts, can be a target for assets, may be a strategist of a vault, can be a developer collective working on tooling for Premia, etc.

P3: Proposal for Organizational Entity (OE) Creation and Voting Process

Abstract

This proposal outlines a process for proposing the creation of new Organizational Entities (OE), and the subsequent voting on these proposals by the Parliament. An OE is a group or organization that is authorized to manage and operate resources within the Premia Ecosystem, identified by a unique OE Code granted through a specific governance process.

Motivation

The creation of new OEs is a critical aspect of the growth and evolution of the Premia Ecosystem. However, the current system lacks a standardized, transparent, and democratic process for proposing and voting on the creation of new OEs. This proposal seeks to establish such a process, ensuring that all members of the community have a voice in this important decision-making process.

Specification

  1. Proposing a New OE: Any community member can propose the creation of a new OE by submitting a P3 proposal. The proposal should include key details about the proposed OE, such as its purpose, intended operations, and the resources it will manage. The proposal should also include the desired OE Code, which must be unique within the Premia Ecosystem.
  2. Discussion and Revision: After the proposal is submitted, it enters the HYP3 status and is open for discussion by the community. During this period, the author is responsible for leading discussions, addressing concerns, and revising the proposal based on community feedback.
  3. Sponsorship and Voting: After the discussion period has ended and the proposal has been revised, it enters the P3ND status. At this stage, the author must find a sponsor, who is a Core Contributor, to sponsor the proposal for voting. Once sponsored, the proposal is presented to the Parliament for a vote. A successful vote requires a majority in favor and quorum.
  4. OE Creation: If the vote is successful, the proposed OE is created and granted the specified OE Code. The new OE can then begin its operations within the Premia Ecosystem.

Rationale

This process ensures that the creation of new OEs is governed by a transparent, democratic process. It allows for community involvement at all stages, from proposal to discussion to voting. This aligns with the decentralized and community-driven nature of the Premia Ecosystem.

  1. Periodic Reevaluation: It is suggested to include a mechanism for periodic reevaluation of OEs. This can involve automatic votes at certain intervals to determine whether to continue with the existing OE or make changes. The topics for voting could include deciding on the continuity of the current OE, selecting a new OE if a change is desired, and determining the new rights and responsibilities associated with the OEs.

  2. Also I think that a vote should wait for more newcomers as it is important to ensure that the creation of OEs does not solely rely on the votes of a small group of individuals who are already deeply involved in the ecosystem
