Code of Conduct for the Premian Parliament

Introduction

The Code of Conduct serves as a guiding document for the members of the Premian Parliament. This Parliament is a joint task force consisting of Premia Core members and Elected Community members. Its objective is to ratify and complete the formal path to a Decentralized Organization. This document outlines the shared values and commitments that influence our actions and decisions. By strictly adhering to these principles, we can foster trust, promote collaboration, and ensure the long-term success of the Premia protocol.

  • Transparency: We believe in open and honest communication, sharing of information and knowledge, and fostering an environment that values clarity and truth.
  • Decentralization: We embrace the power of decentralized decision-making and strive to ensure that authority and control are distributed fairly among our community members.
  • Respect & Inclusion: We treat all individuals with respect and dignity, celebrate diversity, and promote an inclusive environment where everyone can contribute and succeed.

  • Confidentiality: We protect the privacy and confidentiality of sensitive information, ensuring it is only shared with authorized individuals when necessary.
  • Disclosure: We disclose any potential conflicts of interest and maintain transparency in all our dealings.
  • Avoid Corruption: We are committed to combating corruption in all its forms and refrain from engaging in any dishonest or illegal activities.
  • Compliance with Applicable Law: We adhere to all relevant laws and regulations in the jurisdictions in which we operate.
  • Avoid Market Abuse: We prohibit the misuse of insider information for personal gain, ensuring a fair and level playing field for all market participants. In the event that material non-public information is shared, there would be a cooldown period where trading would be prohibited.

Enforcement

  • The Parliament has the authority to interpret, apply, and amend this Code of Conduct as needed to ensure its continued relevance and effectiveness. Any amendment must be approved through the established decision-making process of the Parliament and ratified through the Premia Publication Process (P3).
  • The Parliament also has the power to impose sanctions on members who violate this Code of Conduct. Any decision should follow due process, including a fair and thorough investigation, the right of the accused to present their case and a majority vote by the Parliament. The nature of the sanction to be imposed will depend on the severity and frequency of the violation.
    • Warning: In the event of a first-time minor violation, a formal warning may be issued.
    • Suspension: In the case of repeated minor violations or a serious violation, a suspension might be imposed, its length proportionate to the severity. During a suspension, a Parliamentarian loses all powers and benefits associated with their position.
    • Ban: In cases of severe misconduct or repeated violations, a ban may be imposed. This action means both a permanent expulsion from the Parliament for the length of the legislature, as well as a prohibition to hold any position of responsibility in the future.
  • In the spirit of the Parliament’s values of transparency and accountability, any disciplinary measures imposed will be communicated to the community, while respecting the right to privacy of the individual(s) involved.
  • Members of Parliament have the responsibility to report any violations of which they become aware to the in-house legal services, fostering a culture of accountability and integrity.
